StraCon Services Group, LLC is seeking a Full Time Program Analyst providing Foreign Military Sales (FMS) support for a Major Weapons Program Office at NAVAIR. The Program Analyst will be responsible for applying FMS policies and procedures relative to case management, case closure and tracking of commitments, obligations, and expenditures.  Utilizing Management Information Systems for International Logistics (MISIL), and Defense Security Assistance Programs (DoDSAP) Case Implementation policies and procedures. Utilizing written and oral communication skills commensurate with technical role.  Responsibilities include analyzing and gather data related to major weapons systems in response to international customers request.  Monitoring and track deliveries, prepare agenda minutes and monitor actions related to customer meetings and reviews.  Coordinating/managing assigned FMS case/programs, ensuring all terms and conditions of the LOA are satisfied. Participates as a member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT directed business meetings. Collect, complete, organize and interpret technical data and financial information relating to weapons acquisition and product programs. In addition, the Program Analyst will be responsible for, but not limited to, the following requirements:

Experience Requirements:
  • A minimum of six (6) years of experience in program management, technical or business analysis discipline; and Included in the six (6) years, there must be three (3) years professional experience in technical efforts supporting major weapon systems and components development.
  • Demonstrated experience with Management Information Systems for International Logistics (MISIL), and DoDSAP Case Implementation policies and procedures is desired.
  • A minimum of two (2) years of demonstrated experience is required in DoDSAP policies and procedures relative to case management, case closure and tracking of commitments, obligations and expenditures.
  • Familiarity with SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work requests, Requisitions, Contract Data Requirements List, and DD 254 is required.
  • Demonstrated experience in the Track program/project status and schedules.
  • Demonstrated written and verbal communications skills.
  • Experience in NAVY ERP/SAP procedures is desired.
  • Experience with Naval correspondence is desired.

Educational Requirements:
  • BA/BS Degree in a business, management or relevant technical discipline. Allowable substitution: an AA/AS degree and an additional 4 years’ experience or no degree and an additional 8 years’ experience. 

Security Requirements:
  • U.S. Citizenship required 
  • Minimum Secret clearance required OR must be eligible to apply and be granted interim DoD interim clearance prior to employment.
