StraCon Services Group, LLC is seeking a Full Time Senior (Sr.) Program Analyst to support a NAVAIR Aircraft Program Office. The Sr. Program Analyst is responsible for performing program management, technical, or business analysis of major DoD acquisition systems and provides recommendations to ensure program success. Provides program analysis support for all aspects of the program. Participates as a member of and/or supports overall Program and Integrated Product Teams (IPTs) and IPT directed business meetings. Collects, completes, organizes and interprets technical data and financial information relating to aircraft acquisition and product programs. Tracks program/project status and schedules. Applies policies and procedures for financial planning. In addition, the Sr. Program Analyst will be responsible for, but not limited to, the following requirements:
Experience Requirements:
  • At least ten (10) years’ experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management, with a minimum of six (6) years out of the 10 years of recent work experience related to analysis and planning.
  • Familiarity with Contract Data Requirements Lists (CDRLs) and DD Form 254, Contract Security Classification Specification requirements.
  • Experience with the DoD acquisition process and an understanding of basic acquisition terminology and familiarity with NAVINST 5000.21B.
  • Demonstrated experience in program/project status and schedules.  
  • Demonstrated experience in analyzing requirements, writing statements of work (SOWs), analyzing and monitoring progress of tasks and actions of a dispersed team.
  • Demonstrated critical thinking and problem-solving skills.
  • Effective verbal and written communication skills, including proficiency with MS Office suite.
Desired Experience:
  • Familiarity with Work Requests, Requisitions, and SECNAV, OPNAV, and Office of the Secretary of Defense (OSD) forms related to Planning, Programming, and Budgeting System (PPBS) and Military Interdepartmental Procurement Requests (MIPRs).
  • Demonstrated experience in Earned Value Management (EVM).
  • Experience supporting or leading Procurement Planning Conferences (PPC) in support of contract actions.
  • Database management experience, specifically using the NAVAIR Program Management Tool (PMT) and the Common Spend Plan Tool (CSPT).
  • Experience creating content for draft contract sections B-J, Statements of Work (SOWs), and CDRLs.
  • Experience entering demand in the Workload Requirements and Planning System (WRAPS) to create Workload Requests (WRs).
  • Experience writing Individual Streamlined Acquisition Plans (ISTRAPs), Management and Oversight Process for the Acquisition of Services (MOAPS), and Justification and Approval (J&A) documentation.
  • Experience creating one-time Data Item Descriptions (DIDs).
  • Experience creating Government Furnished Property (GFP) attachments in Procurement Integrated Enterprise Environment (PIEE), formerly Wide Area Work Flow (WAWF).
  • Experience updating risks in the NAVAIR ISSE Risk Tool.
Educational Requirements:
  • MS or MA Degree in a business, management, or relevant technical discipline.
  • Allowable Substitution: BS or BA degree or PMI certification and an additional three (3) years of experience can be substituted for an MS or MA degree.
  • An additional five years’ experience may be substituted for the degree requirement.
Security Requirements:
  • U.S. Citizenship required.  
  • Minimum Secret clearance required OR must be eligible to apply and be granted interim DoD interim clearance prior to employment.
