StraCon Services Group, LLC is seeking a Full-Time Program Analyst supporting PMA-201’s International team. The Program Analyst will be responsible for applying policies and procedures relative to Foreign Military Sales (FMS) case management and case closure.  Utilizing Management Information Systems for International Logistics (MISIL), and DoDSAP Case Implementation policies and procedures. Utilizing written and oral communication skills commensurate with technical role.  Responsibilities include analyzing and gathering data related to major weapons systems in response to international customer requests.  The Program Analyst will monitor and track deliveries, prepare agendas, presentations, and minutes, as well as, monitor actions related to customer meetings and Program Reviews.  Coordinating/managing assigned FMS case/programs, ensuring all terms and conditions of the LOA are satisfied. In addition, the Program Analyst will be responsible for, but not limited to, the following requirements:
Essential Job Functions:
  • Generate official customer case correspondence per the United States Government (USG’s) direction and in accordance with the Navy Correspondence Manual.
  • Review and edit numerous documents for format, spelling, and grammar.
  • Coordinate the preparation of Program Management Review (PMR) presentations and prepare documentation pertinent to those meetings and other meetings, as required.
  • Track the Team’s correspondences, Milestone Charts, Action Items (A/Is), and Team Calendar while maintaining files for other miscellaneous documents.
  • Manage the timely receipt and response of actions assigned to include: congressional inquiries, data calls, budget drills, action items, and program status updates.  Additionally, track program/project status and schedules.
  • Assist FMS customer with wording for Letters of Request (LOR); analyzing LORs to ensure a Total Package Approach is addressed to achieve cradle to grave capability and effectiveness.
  • Coordinate and schedule meetings and teleconferences; prepare and disseminate meeting agendas and minutes; execute meetings and teleconferences.
  • Familiarity with SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work requests, Requisitions, Contract Data Requirements List, and DD 254 is required.

Experience Requirements:
  • A minimum of six (6) years of experience in program management, technical or business analysis discipline; and included in the six (6) years, there must be three (3) years professional experience in technical efforts supporting major weapon systems and components development. 
  • A minimum of two (2) years out of the prior six (6) years of experience in Defense Security Assistance Programs (DoDSAP) is required.  Specific experience is required in DoDSAP policies and procedures relative to case management and case closure.
  • Demonstrated experience with DoDSAP Case Implementation policies and procedures is desired.
  • Experience with International/FMS case management preferred.
  • Experience in SAP procedures is desired.
  • Naval Weapons experience preferred.
  • Naval correspondence experience in accordance with the Navy Correspondence Manual is required.
  • Demonstrated written and verbal communications skills.
  • Demonstrated record keeping and organizational skills.
  • Knowledge of NAVAIR Integrated Product Team (IPT) operations preferred.
Educational Requirements: 
  • Bachelor's degree from an accredited college or university
Security Requirements:
  • U.S. Citizenship required  
  • Minimum Secret clearance required OR must be eligible to apply and be granted interim DoD interim clearance prior to employment.
